The turnover of cigarettes is below the set price

Market participants in nicotine-containing products will be required to provide information on their price at each stage of turnover and sale. Retailers will have to check if cigarettes, sticks, or vapes are in the database and how much they cost. At the same time, the minimum price data will need to be updated at least every two hours. If the purchase price is lower than the minimum, the information monitoring system will block the sale. The Ministry of Industry and Trade proposed such changes in a document posted on the portal of draft regulatory legal acts.

As Sergey Ryabukhin, first deputy chairman of the Federation Council Committee on Budget and Financial Markets, told the Parliamentary Gazette, the volume of counterfeit tobacco in our country is more than 12 percent, and alcohol is even more — from 26 to 28 percent. As a result, the country's consolidated budget annually loses about 200 billion rubles. And while alcohol excise taxes are credited to both federal and regional budgets, which encourages the latter to participate in control, tobacco excise taxes go only to the federal budget.

"The volume of tobacco excise taxes last year amounted to approximately 800 billion rubles," the senator said. "But besides the financial aspect, we are also concerned about the issue of preserving the life and health of the population, because counterfeit goods are made from non—certified, dangerous raw materials."

According to VTsIOM, a total of 62 percent of Russians aged 18 and older have smoking experience, including alternative nicotine-containing products. Three out of ten respondents (31 percent) consume tobacco or nicotine-containing products. These are those who prefer not only regular cigarettes, but also heated tobacco or vapes.
