The State Duma adopted in the second and third readings a law introducing fines for the sale of energy drinks to minors. The document provides for fines from 30 thousand to 50 thousand rubles. for citizens, from 100 thousand to 200 thousand rubles. for officials, from 300 thousand to 500 thousand rubles. for legal entities.

The law banning the sale of tonic drinks to minors was adopted in August 2024, and entered into force on March 1, 2025. Sellers were given the right to require buyers to present documents, similar to alcoholic beverages and tobacco products. The law also prohibits the sale of non-alcoholic tonic drinks with a volume of more than 500 ml.

In December 2024, a group of deputies, including Nina Ostanina (KPRF), Vasily Piskarev and Maxim Topilin (both EP), submitted amendments to the State Duma introducing administrative fines for violating the ban. The draft supplemented the Administrative Code with a new article 14.1b1. Prior to that, responsibility for the sale of energy drinks to children had not been established.

In the explanatory note, the authors pointed out that young people "without any restrictions" buy energy and consume it "in an amount that causes unconditional harm to their health." In addition, the constant consumption of energy drinks can cause an exacerbation of nervous and mental illnesses, according to the authors of the initiative.
