At the plenary session, the State Duma adopted in the first reading a bill that proposes to criminalize the repeated sale of tobacco and nicotine-containing products to children.
The bill was submitted to the chamber by a group of deputies from all factions led by Chairman of the State Duma Vyacheslav Volodin. Amendments are being made to Article 151.1 of the Criminal Code of the Russian Federation.
The draft law proposes to establish that the retail sale to minors of alcoholic beverages, tobacco products, tobacco products, nicotine-containing products or raw materials for their production, hookahs, devices for the consumption of nicotine-containing products or raw materials for their production, if this act is committed repeatedly, is punishable by a fine in the amount of 50 to 80 thousand rubles or in the amount of wages or other income of the convicted person for a period of three to six months, or correctional labor for up to one year with or without deprivation of the right to hold certain positions or engage in certain activities for up to three years.
Volodin previously noted that the amendments are aimed at protecting minors from the consumption of tobacco and nicotine-containing products. According to him, we are talking about vapes, electronic cigarettes, tobacco, hookahs, naswai, snus, the use of which can lead to serious diseases.
"The results of the inspections show that sellers of these products commit offenses in pursuit of profit, posing a threat to the life and health of children. Last year, 6,496 administrative cases were initiated into violations of the rules for the sale of nicotine-containing and tobacco products, which is 53.7% more than in 2022," the chairman of the State Duma reported.
