A bill on new rules for the transportation of unmarked tobacco and products in Russia was submitted to the State Duma by deputies headed by Aidar Metshin (the United Russia party).
It is allowed to move unmarked tobacco products and tobacco products in Russia in the amount of no more than 200 cigarettes, or 50 cigars (cigarillos), or 250 grams of tobacco, or specified tobacco products in the assortment with a total weight of no more than 250 grams per person.
A number of norms also apply to vapes.
The movement of exciseless products with heated tobacco in the amount of no more than 200 products, or nicotine-containing products (with the exception of products with heated tobacco) with a total volume of nicotine-containing liquid of no more than 50 ml per person is limited.
According to expert estimates, the illegal market of nicotine-containing liquids and disposable electronic means of nicotine delivery (electronic cigarettes) is growing annually by an average of 20% and, as of mid-2022, accounts for about 90% of the total market for these products in Russia, the State Duma indicated.
