The Ministry of Finance of the Russian Federation has prepared amendments to the Tax Code, which propose to set duties for issuing licenses for the sale of tobacco and nicotine-containing products in retail in the amount of 20 thousand rubles for each year of its validity, for each outlet, and a five-year license in wholesale - 800 thousand rubles, the ministry reports, citing the State Secretary - Deputy Minister. finance Alexey Sazanov.

At a meeting of the State Council Commission on Economics and Finance, the Deputy Minister spoke about draft laws prepared on behalf of Deputy Prime Minister Dmitry Grigorenko aimed at introducing licensing of trade in tobacco and nicotine-containing products.

"Relevant amendments to the Tax Code have been prepared for the introduction of the state fee for issuing licenses. It is proposed to establish a fee for granting a retail license in the amount of 20 thousand rubles for each year of the license, for each outlet. The fee for issuing a license for wholesale turnover for a period of 5 years will amount to 800 thousand rubles," the materials on the ministry's website say.

Starting in March 2026, the Ministry of Finance of the Russian Federation plans to gradually introduce licensing for wholesale and retail trade in tobacco and nicotine-containing products, with powers planned to be divided between Rosalokoltabakcontrol and regional executive authorities. The relevant draft law of the Ministry was published in May of this year.

"Licenses will be issued for wholesale, retail and delivery trade on the principle of "one retail facility or one vehicle - one license." The issuance and cancellation of licenses for wholesale trade will be carried out by Rosalokoltabakcontrol. Retail licenses will be issued by the licensing authorities of the constituent entities of the Russian Federation," the Ministry of Finance quoted Sazanov as saying.

The phased introduction of licensing involves the issuance of licenses from March 1 to September 1, 2026, from September 1, the introduction of a ban on trading without a license, and from September 1, 2026 to September 1, 2027, the establishment of a transition period to bring outlets in line with new requirements, the Ministry of Finance noted.
