The government did not support the bill submitted by the Communist Party of the Russian Federation on a complete ban on the sale of vapes and liquids for them, follows from the review, a copy of which is available to RIA News.
"The issue of banning the retail sale of nicotine-containing and nicotine-free liquids and devices for their consumption has already been considered by the Government of the Russian Federation. <...> The comments set out in this opinion remain relevant to the submitted draft law, and therefore the position of the Government of the Russian Federation has not changed," the document says.
Deputies from the Communist Party of the Russian Federation submitted a bill to the State Duma at the end of December. They proposed to ban the wholesale and retail trade of nicotine (including those obtained by synthesis) or its derivatives, including nicotine salts, as well as nicotine-containing and nicotine-free liquids and devices for their consumption.
The speaker of the State Duma Vyacheslav Volodin called for a complete ban on vaping. In mid-January, he conducted a survey on this issue in the Telegram channel. A total of 265.5 thousand people voted, 74 percent of them agreed that such a ban is necessary.
In early February, President Vladimir Putin signed a law to increase administrative fines for selling tobacco, vapes and hookahs to children. Thus, citizens face fines from 200 to 300 thousand rubles, officials — from 500 to 700 thousand, and legal entities — from one and a half to two million.
