The State Duma adopted in the third reading a law aimed at simplifying the registration of equipment for the production of tobacco products. The law was initiated by a group of deputies led by Maxim Topilin, Chairman of the State Duma Committee on Economic Policy.
Currently, in the course of providing public services for the registration of basic technological equipment for tobacco products and raw materials, situations have arisen in practice when organizations apply for registration of basic technological equipment, which indicates both the main technological equipment subject to state registration and equipment that does not need to be registered, the authors of the document indicate. In this case, Rosalokoltabakcontrol is forced to make a decision to refuse registration of all the declared basic technological equipment. The draft law proposes to allow the registration of equipment subject to registration and not to register equipment that is not subject to it.
In addition, there are a number of cases when the main technological equipment is claimed for state registration, which is disassembled, that is, in an unmounted form. The law provides for the addition of grounds for making a decision to refuse state registration of the main technological equipment if the main technological equipment submitted for state registration is not installed (not mounted).
It also stipulates that the main technological equipment will not be mothballed during the consideration of an application for a license to manufacture tobacco and nicotine-containing products. In addition, the law provides for the refusal to issue a license if the place of business indicated in the license does not match the actual place of such activity.
The law will enter into force on September 1, 2025.
