A group of LDPR deputies led by party chairman Leonid Slutsky, as well as senators Elena Afanasyeva and Vadim Dengin submitted to the State Duma a bill to criminalize the repeated sale of energy products to minors. The document was posted on June 30 in the electronic database of the Chamber.
It is proposed to amend Article 151.1 of the Criminal Code of the Russian Federation.
On June 7, 2025, a law came into force in Russia providing for administrative fines for the sale of energy drinks to children: for citizens — 30-50 thousand rubles, for officials — 100-200 thousand rubles, for companies — 300-500 thousand rubles, the authors of the bill indicated.
The parliamentarians noted that the provisions of this law provide only for administrative responsibility for the retail sale of energy drinks to minors, and also do not offer any other regulation in the case of the repeated sale of energy drinks to children.
According to the proposed changes, for the repeated sale of tonic drinks, children will face a fine of 50 to 80 thousand rubles or a salary of three to six months, or correctional labor for up to one year with a ban on activities for up to three years.
The legislators pointed out that criminal punishment is more substantial and will serve as an effective tool to prevent the repeated sale of energy drinks to minors.
