2.68 billion packs of cigarettes (or 53.5 billion cigarettes) identification tools were legally produced and applied to them in Russia in the third quarter of 2024. According to the NSCC, output increased by 5.2% compared to the previous period in 2024 (2.54 billion packs, or 50.8 billion cigarettes) and by 11.6% compared to the same period in 2023 (2.4 billion packs, or 47.9 billion cigarettes). In January-September 2024, tobacco factories increased legal production by 6.8% compared to the same period in the first half of 2023 (7.59 billion packs of cigarettes versus 7.11 billion, respectively).
According to GIS MT, by the end of the third quarter of 2024, the number of tobacco manufacturers in the Russian Federation increased to 41 compared to the previous period of 2024 (26 manufacturers). Nine producers operated in the Rostov Region, four in the Republic of North Ossetia-Alania, three each in Moscow, Kaluga, Lipetsk and Yaroslavl regions, as well as in St. Petersburg, two each in three subjects of the Russian Federation (Kaliningrad and Moscow regions, the Republic of Crimea), one each in 7 subjects of the Russian Federation (Bryansk, Volgograd, Leningrad, and Omsk regions, as well as the Kabardino-Balkarian Republic, Krasnodar Territory, and the Republic of Tatarstan).
According to the review of the state of the tobacco market among the subjects of the Russian Federation in the third quarter of 2024, prepared by ANO NSTCC, 79.2 thousand organizations traded tobacco products from June to September (78.6 thousand in the second quarter of 2024, 76.5 thousand in the third quarter of 2023) at 268.2 thousand places of sale. The largest number of retailers selling cigarettes was recorded in the Krasnodar Territory (4,748), the Moscow Region (3,491), the Republic of Crimea (3088), the Rostov Region (3048), Moscow (2,859).
Sales increased by 10.0% (2.2 billion packs of cigarettes, or 43.5 billion cigarettes) compared to the second quarter of 2024 (2 billion packs), and by 10.0% compared to the third quarter of 2023 (2 billion packs). In just 9 months of 2024, 9.3% more packs (5.9 billion) were legally sold at retail than in the same period of 2023 (5.4 billion). NSCC experts attribute the dynamics to a reduction in the illegal turnover of tobacco products.
The TOP 5 subjects of the Russian Federation in terms of legal retail sales of cigarettes in the third quarter of 2024 included the Moscow Region (174.8 million packs), Moscow (139.9 million), Krasnodar Territory (109.7 million), Sverdlovsk Region (78.5 million) and St. Petersburg (66.9 million).
