The first deputy chairman of the State Duma Committee on Security and Anti-Corruption Andrei Lugovoy (LDPR) has submitted to the State Duma a bill regulating the production and turnover of tobacco and nicotine-containing products in the republics of Donbass, as well as the Kherson and Zaporozhye regions. The initiative proposed by the deputy suggests a postponement in marking tobacco products until a certain period. As the parliamentarian noted in his Telegram channel, such a decision will allow legitimately producing, selling and transporting tobacco products in the territories of new regions.
At the moment, due to the difference in the legislation of Russia and Ukraine in the new regions, difficulties have arisen in the production and sale of these types of products. "According to Russian law, production, turnover, retail sale of tobacco products are prohibited without a special (excise) stamp for marking tobacco products and without applying an identification tool (marking code)," Lugovoy explained.
The new regions will need time to rebuild the economy according to federal law, so they need to be given a postponement in terms of marking, he believes.
