Amendments have been made to the Code of Administrative Offences of the Russian Federation. For non-compliance with the prohibitions provided for by the law "On State regulation of the production and turnover of tobacco products, tobacco products, nicotine-containing products and raw materials for their production", a fine is imposed for individual entrepreneurs from 20 to 30 thousand rubles with confiscation of products, equipment and raw materials. For legal entities, the fine will range from 100 to 150 thousand rubles.
According to the law "On State regulation of the production and turnover of tobacco products, tobacco products, nicotine-containing products and raw materials for their production", the turnover of tobacco products without labeling, the sale of tobacco products without consumer packaging, the retail sale of nicotine raw materials, the production and turnover of tobacco products and raw materials without providing information are prohibited in the territory of the Russian Federation. to the monitoring system.
As stated in the accompanying materials to the law, these requirements are not licensed. At the same time, the Administrative Code had not previously established administrative liability for violating non-licensing requirements. "In order to eliminate the legislative gap, the draft law proposes to introduce administrative liability for non-compliance with these requirements in the field of production and turnover of tobacco and nicotine-containing products," the document says.
