For the repeated sale of tobacco and nicotine-containing products to minors, criminal charges will be brought. The fines will reach 80 thousand rubles, and the term of correctional labor will be up to a year. This law was signed by Russian President Vladimir Putin.
The document is aimed at strengthening measures to protect the life and health of citizens from tobacco and nicotine-containing products.
First, the violator will be fined under the Administrative Code. For repeated violations, he will already fall under the Criminal Code. The fine will range from 50 to 80 thousand rubles, or in the amount of the convicted person's salary or other income for a period of three to six months. The offender may also be assigned correctional labor for up to one year.
One of the authors of the law, Chairman of the State Duma Vyacheslav Volodin, previously explained that the document refers to vapes, electronic cigarettes, tobacco, hookahs. He drew attention to the fact that the use of vapes and electronic cigarettes specifically by teenagers is growing, and this leads to problems with the respiratory and cardiovascular systems, and other dangerous diseases.
The explanatory note talks about the results of a survey among teenagers aged 11-17. 72% of respondents who purchase electronic nicotine delivery systems said they had not encountered a seller's refusal to purchase such products. Most often, children choose vapes due to their highest price and assortment availability, the initiators indicated.
"Unfortunately, it is increasingly possible to meet teenagers and even children with vapes. It's enough to walk near schools - "floating" teenagers, alas, are already a constant phenomenon," said State Duma deputy (EP), co-author of the bill Tatyana Dyakonova. - The worst thing is that adults get them hooked on vapes. Since last year, the number of vaping outlets has increased by 130%. Half of the goods are sold in violation of the law."
