The definition of products with a non—tobacco mixture — the so-called sticks - was proposed to be prescribed in the law on nicotine-containing products. Such a bill was submitted to the State Duma on July 17 by Nina Ostanina, head of the Committee on Family Protection, Fatherhood, Motherhood and Childhood, Sergey Leonov, Chairman of the Committee on Health Protection, and Alexander Spiridonov, Deputy Chairman of the Committee on Industry and Trade.
According to the developers, the sticks are actively sold in a third of specialty stores. These nicotine and nicotine-free products are intended for consumption with tobacco heating devices, but their turnover is not regulated, since they do not fall under the definition of nicotine-containing products.
Therefore, the parliamentarians proposed to define as a product with a tobacco-free mixture a type of nicotine-containing or nicotine-free product, which is a tobacco-free mixture formed in separate portions by an industrial method designed to form an aerosol obtained by direct or indirect heating of products, and which is inhaled by the consumer when using products with devices for consuming nicotine-containing products.
The amendments will be used to harmonize the legislation of the EAEU countries, including the development of draft technical regulations for nicotine-containing products, the authors of the initiative noted. In their opinion, in the future it is advisable to prepare a satellite law providing for the introduction of a new category of excisable nicotine-containing products. If the changes are accepted, they will take effect from the date of their official publication.
