NSCC: seized illegal nicotine-containing products

From July to September 2024, authorized authorities in the Russian Federation confiscated almost 12.5 thousand liters and over 36 thousand units of liquids for electronic nicotine delivery systems (EDS). In addition, in the third quarter of 2024, 25.7 tons and 14.7 thousand units of heated tobacco and tobacco-free hookah mixtures were withdrawn from illegal circulation in the country. Such data is provided in the review of the state of the nicotine-containing products market in the third quarter of 2024 in the subjects of the Russian Federation, prepared by the analytical department of the ANO "NSCC".    

The TOP 5 regions where the largest volume of seizures of nicotine-containing liquids (in liters and units) was seized in the third quarter of 2024 included:

Seized in liters of illegal liquids:

  • Republic of Bashkortostan (12,000 liters),

  • Perm Region (258 liters).

Illegal products seized:

  • Saint Petersburg (18,542 units),

  • Rostov Region (4,553 units),

  • Krasnodar Territory (3,282 units).

The TOP 5 regions where the largest volume of seizures of heated tobacco and tobacco-free hookah mixtures (in tons and units) was confiscated in the third quarter of 2024 included:

Seized in tons of illegal products:

  • Moscow (24 tons),

  • Bashkortostan (1.7 tons).

Seized units of illegal products:

  • Voronezh region (4,875 units),

  • Omsk region (4,371 units),

  • Leningrad Region (2,335 units).

According to the NSCC review, in general, in the third quarter of 2024, the volume of seizures of nicotine–containing products in the Russian Federation was higher than in the previous period: vaping liquids – more than in the previous quarter and the same period last year (in the second quarter of 2024 – 596 liters, in the third quarter of 2023 - 7,869 thousand. liters); heated tobacco and tobacco–free hookah mixtures - 8.2 times more than in the second quarter of 2024 (3,123 tons), but 1.6 times less than in the third quarter of 2023 (40 tons).
