The NSCC conducts a quarterly assessment of the tobacco market and forms a rating of regions, which is calculated based on 18 indicators in conjunction with the results of control and supervisory activities, Irina Bushina, Director of the NSCC, noted during the online marathon "The potential of regions in the fight against illegal excisable products." One of the indicators contributing to the whitewashing of the market is the availability of legal points of sale. In Russia, the largest number of points of sale actually operating according to GIS MT data per 1,000 adults was recorded in the first quarter – 2.39.
The highest availability of legal points of sale in the fourth quarter of 2024 was noted in the Republic of Crimea (3.50), the smallest in the Republic of Kalmykia (1.94), where their number is lower higher than the national average.
According to an indicator directly related to the results of control and supervisory activities - "The number of identified points of sale of tobacco products that do not transmit data to GIS MT, per 100 points of sale" - the Krasnodar Territory is the leader throughout the year. In the first quarter, there was a sixfold increase in the national level. By the fourth quarter, the value of the indicator decreased, but remained 2.7 times higher than the national average.
In the Rostov region, the first quarter was also the most productive, exceeding the Russian average by 2.4 times, but by the end of the year there was a significant decrease (4.3 times lower than the national average).
At the end of the year, the number of illegal locations detected in the Volgograd Region was 1.5 times lower than the average in Russia, while the figure in the Republic of Adygea was zero.
