The Government of the Russian Federation has expanded the list of grounds for revoking licenses for the production and turnover of tobacco products, nicotine-containing products and raw materials for their production.
The corresponding resolution No. 1198 dated 08/12/2025 was published on the Official Internet portal of Legal Information.
As a reminder, new rules for licensing tobacco production will come into force on September 1, 2025. The relevant amendments were introduced into the law on State regulation of the production and turnover of tobacco products (dated 06/13/2023 No. 203-FZ) by Federal Law No. 123-FZ dated 05/23/2025.
The new regulations specify that tobacco products are smoking or non–smoking tobacco products packaged in consumer packaging. At the same time, it is legally stipulated that tobacco products (with the exception of cigarettes and cigarettes) cannot be sold below the minimum price for tobacco products, which is determined in accordance with the procedure established by the Government of the Russian Federation.
At the same time, additional grounds are being introduced for refusing to issue a license for the production (commissioning) of tobacco products.
Now the Government of the Russian Federation has decided to amend the Rules for Revoking Licenses for the Production and Turnover of Tobacco Products, nicotine-containing Products and Raw materials for their Production, approved by Resolution No. 421 dated 04/03/2024.
The new rules assume that the basis for revoking licenses will be the production and (or) turnover of raw materials and (or) nicotine raw materials without submission in accordance with the established procedure. information is included in the labeling system.
The changes will take effect on September 1, 2025.
