The illegal turnover of tobacco products in the Russian Federation in the first six months of 2025 reached 9.5%, which was a record for the last six years of mandatory labeling, the Ministry of Industry and Trade reported. The data source was a study by the National Scientific Competence Center in the Field of Combating Illicit Trafficking in Industrial Products (ANO "NSCC").
The ministry noted that in comparison with the same period in 2024 (10.8%), the indicator decreased by 12%. At the same time, since 2019, when the mandatory labeling mechanism for tobacco products was launched in Russia, illegal trafficking has decreased by almost 40%. The regions of the Far East and Siberia became the leaders in terms of minimum indicators in this segment – 1% or less.
Representatives of the Ministry of Industry and Trade also stressed that thanks to the efforts of relevant authorities, law enforcement agencies and businesses, it is possible to predict a further reduction in the share of illegal products on the market in the country. This is also facilitated by the active use of the digital marking system "Honest Mark".
In April, it was reported that labeling goods under this system brought 1.2 trillion rubles to the Russian budget. "Today, we have received the most revenue from labeling tobacco products – 50% of all revenue," said Ekaterina Priezdeva, Deputy head of the Ministry of Industry and Trade.
