According to the Decree of the Government of the Russian Federation No. 301 dated March 14, 2024, starting from September 1 of this year, minimum prices for products used in electronic nicotine delivery systems (ESDS), including liquids, tobacco-free heating mixtures and heated tobacco, will be introduced.
However, the subsequent Decree of the Government of the Russian Federation No. 1050 dated August 5, 2024 makes adjustments to these price limits. These changes were caused by the need to adapt the market to new economic conditions and ensure the availability of products to end consumers.
The change in legislation provides for fixing the minimum cost of 30 ml of liquid for vaping at the level of 2,100 rubles in the period from September 1 to September 8. However, starting from September 9, 2024, this price will be reduced to 1800 rubles.
Experts believe that these changes will affect both the retail and wholesale market segments.
