All parties involved in the process of freight trucking have access to an information system for working with navigation seals. The Russian and Belarusian operators have no problems with deactivation and removal of navigation seals, the press service of the Ministry of Transport of the Russian Federation told TASS.
"The Russian Ministry of Transport has confirmed that all employees involved in the transportation process have access to the information system for working with seals. The ministry noted the absence of problems with deactivation and removal of navigation seals of both Russian and Belarusian operators. An operational group has also been set up to monitor the situation and ensure the smooth launch of transportation," the report says.
Thus, the press service of the international tobacco company JTI noted that the logistics routes remained unchanged, and all shipments are carried out according to schedule. "Thanks to pre-registration in the system, the sealing and removal of seals at border checkpoints are carried out without delay," the company said.
Yulia Lapteva, Head of the International Transportation Department at Sovtransauto Logistics Rus LLC, also shared that today the company does not face any problems when using navigation seals. "It took our driver only a few minutes to seal the border. If you pre-register in the system, the process is fast and without delay," she said. According to her, the seal was promptly removed at the customs post, and thanks to her, the company was able to track the location and condition of the cargo in real time, which increases the safety of transportation.
Earlier on Friday, Kommersant reported that logistics companies were complaining about problems with electronic navigation seals.
According to the Center for the Development of Digital Platforms, as of the morning of January 31, more than 700 shipments had been processed, of which more than 200 vehicles had already had their seals removed.
"The operator's offices are operating normally, and round-the-clock technical support ensures the smooth functioning of the system," the Ministry of Transport said.
The navigation seal system for road transportation of certain categories of goods has been implemented in Russia and Belarus since January 27, 2025. It was launched to reduce the risk of smuggling and modernize control over the movement of high-risk and tax-intensive goods. The initiative is aimed at combating the illegal import and trafficking of such categories of goods as alcohol, tobacco, as well as light industry and consumer goods.

Navigation seals are technical devices consisting of a sealing element and an electronic unit, operating on the basis of satellite navigation system technologies and providing the transmission of information related to the tracking object. The use of such seals will eliminate additional cargo control and remove administrative barriers to the movement of goods.
