For the production of cigarettes and vapes without a license, the company will be fined up to 1 million rubles. Such a law amending the Code of Administrative Offences was signed by President Vladimir Putin on August 4.
According to the document, both officials and companies will be fined for trafficking tobacco and nicotine-containing products without a license in the absence of signs of a criminal offense.
The size of the sanction for officials is 150-300 thousand rubles, for companies — from 300 thousand to 1 million rubles. Products and raw materials are subject to confiscation.
At the same time, if the goods are produced on equipment unregistered in a special state register, the fine will be 3-5 thousand rubles for citizens, 100-150 thousand for companies, 20-50 thousand rubles for officials. For the illegal production or sale of tobacco or nicotine products, the fine for citizens will amount to 30-50 thousand rubles.
Earlier, the president signed a law introducing criminal liability for the illegal production of cigarettes, tobacco and vapes. In particular, for the production and supply of tobacco on a large scale and as part of an organized group without a license, they can be imprisoned for up to five years.
