The Federation Council approved at the plenary session a draft law on fines of up to 80 thousand rubles and correctional labor for up to one year for the repeated sale of tobacco products, nicotine-containing products, hookahs and devices for the consumption of nicotine-containing products to minors. This introduces criminal liability for such a crime.
The amendments are included in Article 151.1 of the Criminal Code of the Russian Federation, which provides for punishment for the retail sale of alcoholic beverages to minors. Thus, the liability measures provided for in the article also apply to cases of repeated sale of tobacco products, tobacco products, nicotine-containing products or raw materials for their production, hookahs, devices for the consumption of nicotine-containing products to children.
The fine will be up to 80 thousand rubles. As an alternative punishment for such a crime, correctional labor for up to one year may be imposed, with possible deprivation of the right to hold certain positions or engage in certain activities for up to three years.
Repeated retail sale to a minor will be considered retail sale by a person who has been subjected to administrative punishment for a similar act.
