Blocking the sale of NCP below the minimum price

The Ministry of Industry and Trade of the Russian Federation has prepared a draft government decree proposing to block the sale of nicotine-containing products if their price is below the established minimum. In addition, from September 1, 2025, it was proposed to ban the sale of such products at a price below the established minimum.

As reported in the press release of the department, the project is posted on the website regulation.gov.ru.

"It is proposed to block sales at the checkout and refuse to accept documents by the operator of the state information system for labeling goods (GIS MT) for the turnover of nicotine-containing products if the actual selling price is lower than the minimum price calculated in accordance with the rules for determining the minimum price for nicotine-containing products, approved by the decree of the Government of the Russian Federation dated March 14, 2024."- the press release says.

The draft also provides for the introduction of a ban on the sale of nicotine-containing products at a price below the established minimum starting from September 1, 2025. "This will allow the business community to systematically prepare for the introduction of new requirements," the agency believes.

The draft resolution was developed on behalf of the Government of the Russian Federation and is aimed at using digital technologies to curb the turnover of nicotine-containing products in violation of minimum price requirements, according to a press release.
