A bill on combating illegal TP was adopted in the 1st reading

New fines are being imposed on manufacturers and sellers of tobacco and nicotine-containing products for non-compliance with unlicensed requirements. Such a bill was adopted by the State Duma in the first reading at a plenary session on March 19.

"We have prepared a draft law that provides for amendments to Article 14.67, Part 5 of the Administrative Code. It prescribes a violation of the requirements for the production or turnover of tobacco products. Because there are some regulatory gaps," said Maxim Topilin, head of the State Duma Committee on Economic Policy. 

The legislation contains a list of prohibitions (requirements) in the field of tobacco production and trafficking. However, a number of them are not licensed. However, the Administrative Code does not establish administrative responsibility for their violation.

According to the document, for non—compliance with these requirements, individual entrepreneurs will face a fine of 20 to 30 thousand rubles with confiscation of products, products, equipment, raw materials, semi-finished products or other items used for the production and turnover of products, and legal entities - from 100 to 150 thousand rubles also with confiscation.
