Why dialogue is important for the state and business

What is happening in the Russian economy now and how to build a dialogue between business and the state in order to reduce losses against the background of sanctions and use the emerging opportunities? This was discussed by the participants of the "round table" "The state and business in the era of change. Joint work for Change Management", held in Rossiyskaya Gazeta.

The domestic economy has experienced the first shocks, but the risks are still great, experts immediately noted. The nature of the difficulties faced by a business different significantly depending on the industries. This opinion was expressed by the scientific director of the Institute of Regional Problems Dmitry Zhuravlev. Among the main problems, he highlighted gaps in the logistics supply chains of raw materials, materials and components.

"In such a difficult situation, the role of balanced decisions in regulation increases, which can both support business and disrupt the fragile balance when industries are being rebuilt for changing market conditions," Zhuravlev believes.

The authorities have to work in an emergency mode, not only responding to current challenges, but also laying promising solutions for the future. This was stated by Alexander Tsyganov, Head of the Insurance and Social Economics Department of the Financial University. According to him, the Central Bank has performed brilliantly: it was possible to prevent panic in the market, including the currency, to keep the ruble from falling.

"The government and legislators, in dialogue with business, have adopted a whole range of measures and programs aimed at solving various industry challenges, which significantly mitigated the effect of Western sanctions," Tsyganov notes. "And if this dialogue between business and government continues, then we can count on the effectiveness of the decisions taken."

Direct dialogue was called a key tool for achieving mutual understanding when planning various innovations. For example, in this format, during meetings with relevant groups of entrepreneurs, initiatives related to the oil and gas sector were recently discussed. As another example, the draft law on regulating the production and turnover of tobacco and nicotine-containing products and raw materials for them, which the Ministry of Finance of the Russian Federation submitted to the government, was cited.

The document provides for the introduction of a clear and transparent mechanism for state regulation of the production and turnover of tobacco, nicotine-containing products and raw materials for their production with the establishment of specialized control. As a model, it is proposed to use an established alcohol market control system.

"Business itself asked the state to establish a single regulator, because there is no one in this industry," says Georgy Golovanov, a member of the State Duma Expert Council on state Regulation of relations in the production and turnover of tobacco and innovative nicotine-containing products ... "Mandatory requirements are necessary, including for the business itself, so that its activities are structured. The main thing is that they are not redundant."

Meanwhile, the tobacco market is controlled by seven government agencies. Everyone is responsible for their field, and sometimes the results are contradictory, for example, in the fight against counterfeiting. The bill also provides for the introduction of a single federal body for supervision in the field of production and turnover of these products and raw materials. This will help ensure their safety for citizens, as well as protect the economic interests of the country.

"The proposed measures include the introduction of a licensing system - something that has not been done in this area until now," explains Golovanov. The state will also benefit financially, because there will be new payments to the budget in the form of a state fee for issuing licenses. Business will also benefit, since licensing will automatically distinguish between bona fide business and illegal business. Moreover, for the first time in the industry, it is planned to introduce control over the turnover of technological equipment. It will be registered and checked how it works. Unused equipment will be preserved, and those used for illegal production will be destroyed.

"This should significantly complicate the production of illegal products inside the country," Golovanov believes. "And the use of a digital marking system for state control of goods will help to stop the turnover of illegal products, including those coming from the EAEU countries."

Thus, additional restrictions are expected on the movement of unmarked tobacco products and nicotine-containing products, a ban on retail sale without consumer packaging. Currently, there is no such ban on nicotine-containing products, and this is also a wide "window for counterfeiting". It will be mandatory to have a package of accompanying documents that will allow you to trace the origin and movement of goods along the chain from the manufacturer to the counter.

"It is notable that all these legislative initiatives were supported by the business community at all levels of their public discussion and coordination," Golovanov sums up. - In my opinion, this is a positive example of the business being heard in its aspirations and wishes. Apparently, the time has come in the fight against mandatory requirements in various sectors of the economy to think about the fact that not all of them are redundant, especially in areas that are largely budget-forming."

At the same time, of course, it is important to remember that, with rare exceptions, for example, in terms of currency and monetary policy, there are no recipes that are uniform for all industries," said Alexander Tarnavsky, deputy of the State Duma of the VI convocation. Therefore, solutions should be targeted, adress and take into account the specifics of certain industries and segments of the economy.

"Of course, the ultimate goal of all the measures taken is to prevent a significant impact of the "sanctions war" on the level and quality of life of Russian citizens," Tarnavsky emphasizes. - In this situation, the key is the efficiency and speed of regulatory decision-making. Only this can allow us to pass a "turbulent" period with minimal losses."
