The Government has approved transitional provisions on labeling tobacco products with excise and special stamps.

According to the Ministry of Finance, this is due to the abolition of the mandatory requirement for labeling tobacco products with paper stamps from September 1, 2024, which is provided for by the law of August 8, 2024.

According to government resolutions signed on August 30 and posted on the official legal information portal, manufacturers of domestic tobacco products will be able to continue to apply special stamps until the stocks of stamps received earlier are used up, but no later than July 1, 2025. "This will reduce costs for enterprises whose inventories of consumer packaging will not meet the requirements set for such packaging without a special stamp," the message says.

Special stamps will be produced until January 1, 2025.

As for excise stamps, from September 1, 2024, the Federal Customs Service must stop accepting and reviewing applications for their issuance for labeling tobacco products. In addition, by December 26, 2025, the Federal Customs Service must conduct an inventory of the remnants of excise stamps ordered by importers of tobacco products and, following its results, destroy them.

On June 1, 2024, a law came into force in Russia that introduced the so-called digital excise tax (accounting and control special marks), integrated into the labeling system.
