The import of foreign tobacco products into Russia from July 1 will be possible only with excise stamps. The relevant government decree has been published on the official portal of legal information.
"To establish that from July 1, 2024, the import into the Russian Federation, including from the member states of the Eurasian Economic Union, and movement through the territory of the Russian Federation of foreign-made tobacco products imported into the Russian Federation for the purpose of their sale (hereinafter referred to as tobacco products) is allowed provided that the consumer packaging is marked"- the document says.
It also clarifies that we are talking about labeling provided for by resolutions of the Government of the Russian Federation No. 76 dated February 20, 2010 "On Excise Stamps for labeling tobacco products imported into the Russian Federation" and No. 224 dated February 28, 2019 "On Approval of the rules for labeling by means of identification of tobacco and nicotine-containing products and the organization of traceability of tobacco and nicotine-containing products and raw materials for the production of such products, as well as the specifics of the implementation of the state information system for monitoring the turnover of goods, subject to mandatory labeling by means of identification, in relation to tobacco and nicotine-containing products."
The document states that excise stamps are purchased by importers at the authorized customs authorities at the place of their state registration, subject to submitting a written application for the purchase of excise stamps in the form approved by the Federal Customs Service, as well as advance payment of excise stamps.
In addition, excise stamps issued by the customs authority must have individual series other than the series of excise stamps issued at the request of importers accepted by the authorized customs authority before June 28, 2024.
