Tobacco-free mixtures may be attributed to the NCP

Senator of the Federation Council Vyacheslav Timchenko has submitted to the State Duma a bill prohibiting the retail sale of a tobacco-free heating mixture with a mass fraction of nicotine of more than 3.5%. The document is posted in the Duma electronic database.

It is proposed to amend the law on the protection of citizens' health from exposure to ambient tobacco smoke. Thus, it is proposed to supplement article 19 with a new norm, according to which the retail sale of a tobacco-free mixture for heating with a nicotine content of more than 3.5% is prohibited.

According to the author of the project, tobacco-free heating mixtures - hookah mixtures based on non-tobacco raw materials "along with electronic nicotine delivery systems, including vapes" began to gain popularity in the Russian Federation.

At the same time, Timchenko emphasizes, nothing prevents "intentionally adding a minimum or any other amount of 'hidden' nicotine to seemingly nicotine-free mixtures." "Unlike tobacco products and nicotine-containing liquids, tobacco-free mixtures are not subject to mandatory certification or declaration of conformity," he added. 

The adoption of the initiative will serve as "a logical step towards overcoming and preventing nicotine addiction among young people and will serve as the basis for subsequent measures to prevent illegal trade in such products," the developer is confident.
