The first deputy head of the SF Committee on Economic Policy, Alexei Sinitsyn, stated the need for an experiment, giving the selected regions the authority to control and identify illegal tobacco products.
Today, Rospotrebnadzor and Rosalkogol Tobacco Control are responsible for this. "We propose to transfer the function to the regions. But first, we need to conduct an experiment to see how effectively they can fulfill these powers. There are regions that are ready to participate in this experiment," Sinitsyn said.
He added that the main reason for the appearance of tobacco counterfeiting is the disharmony in excise tax rates between Russia and neighboring EAEU countries. Today, the share of illegal tobacco in our country reaches 15%, and the share of nicotine–containing liquids is 75%. The figure differs from region to region.
The Chairman of the Federation Council Valentina Matvienko supports the initiative to transfer part of tobacco excise taxes to the regions to stimulate the fight against illegal migration in the field.
