Repeated violation of restrictions or prohibitions in the retail trade of tobacco products in the Russian Federation may result in a fine of up to 150 thousand rubles. This follows from the text of the draft law on strengthening administrative responsibility for violations in the sale of tobacco products, the document is available to TASS.
The draft law proposes to supplement Article 14.53 of the Administrative Code of the Russian Federation (non-compliance with restrictions and (or) violation of prohibitions in the field of trade in tobacco products, tobacco products, nicotine-containing products and raw materials for their production, hookahs, devices for the consumption of nicotine-containing products) with a part on punishment for repeated such violation.
According to the document, for repeated violation of prohibitions in the field of tobacco retail, a fine of 20 to 30 thousand rubles is provided for citizens, from 50 to 90 thousand rubles for officials, from 120 to 150 thousand rubles for legal entities.
At the same time, the bill proposes to increase existing fines for violations in the retail trade of tobacco products. So, the fine for citizens can range from 10 to 20 thousand rubles (now from 2 to 3 thousand rubles), for officials - from 30 to 50 thousand rubles (from 5 to 10 thousand rubles), for legal entities - from 90 to 120 thousand rubles (from 30 to 50 thousand rubles).
It is also proposed to increase fines for the wholesale or retail sale of tobacco, food nicotine-containing products and sucking tobacco (snus). For citizens, the fine can range from 150 to 200 thousand rubles (now from 15 to 20 thousand rubles), for officials - from 300 to 500 thousand rubles (now from 13 to 50 thousand rubles), for legal entities - from 1 to 1.5 million rubles (now from 100 to 150 thousand rubles).
Earlier, Chairman of the State Duma Vyacheslav Volodin said that a bill on criminal punishment for the sale of vapes to minors and on increasing fines for such violations is being prepared for introduction. The initiative is being developed, among others, by the heads of the State Duma committees on economic policy Maxim Topilin and on youth policy Artyom Metelev.
