Duma restricted transportation of nicotine-containing products

The State Duma adopted in the third reading a bill regulating the transportation of nicotine-containing products by individuals across Russia.

After the amendments come into force, one adult will be able to transport across the country:

  • no more than five units of nicotine-containing products (with the exception of products with heated tobacco) with a total volume of no more than 20 milliliters of nicotine-containing liquid;

  • no more than 250 grams of tobacco-free mixture for heating.

 Previously, the bill prohibited the transportation of more than 200 cigarettes, or 50 cigars (cigarillos), or 250 g of tobacco, or 250 g of all listed products in the assortment for one person who turned 18 at a time.

The document amends Article 18 of the law "On the Protection of citizens' health from exposure to ambient tobacco smoke, the consequences of tobacco consumption or consumption of nicotine-containing products." The deputies proposed to add paragraph 3.1, introducing restrictions on the movement of nicotine that is not labeled under Russian law.

"Uncontrolled turnover of nicotine-containing products poses a threat to the economic interests of the Russian Federation. The growth of illegal trade leads to a reduction in budget revenues at all levels of the budget system," the explanatory note of the bill says.

At the end of 2020, President Vladimir Putin signed a law according to which citizens are prohibited from transporting more than 200 cigarettes or 250 grams of tobacco that are not labeled according to Russian legislation. In case of excess, the violator faces a fine of 15-25 thousand rubles. with confiscation of products.

On June 13, 2023, Putin signed a law on comprehensive regulation of the tobacco market. This document regulates the production, turnover and import into Russia of tobacco and nicotine-containing products, it will enter into force on September 1, 2023. All the requirements of the law also apply to electronic cigarettes.
