Tax revenues from the tobacco product labeling system for three years amounted to 245 billion rubles, Deputy Head of the Ministry of Industry and Trade of the Russian Federation Ekaterina Priezzheva said.
"Today, the system applies to more than 120 thousand legal entities in relation to tobacco products, and the cumulative effect of suppressing its illegal turnover amounted to 245 billion rubles in the form of tax revenues received. The volume of the tobacco market has stabilized and shows a downward trend, 18 industries have been legalized, 45 illegal ones have been closed," Priezzheva said in a message from the Ministry of Industry and Trade following the 10th session of the Conference of the Parties to the World Health Organization Framework Convention on Tobacco Control (WHO FCTC).
The Deputy Minister also noted that only 57% of the countries that signed the protocol on the elimination of illicit trade in tobacco products have implemented the system. At the same time, Russia, not being a party to this protocol, has been implementing a monitoring system for the turnover of goods subject to labeling since 2019.
"We invite the parties to consider the possibility of including in the draft decision of today's session a proposal to approve digital labeling as the main global approach to regulating the tobacco market and recommend WHO member countries to implement their own traceability systems based on modern digital technology for labeling tobacco products "Honest Mark", - added Priezzheva.
