The Russian government has prepared a negative response to the draft amendments to the Administrative Code, which proposed to introduce fines for the sale of energy products to minors. Moreover, the initiative provides for sanctions for parents whose overage children - from 16 to 18 years old - have consumed alcohol.
According to government experts, from the age of 16 minors bear administrative responsibility on general grounds. So, if they drink, then they have to answer themselves.
As for the so-called power engineers, discussions about their ban for teenagers have been going on for a long time. The relevant bill is currently being considered in the State Duma. However, the government gave him a negative review. Accordingly, since there is no ban at the federal level, it is premature to amend the Administrative Code, according to the government.
Restrictions on the sale of tonic drinks have already been introduced in some regions.
At the same time, government experts drew attention to the fact that in a number of regions restrictions have already been introduced in the sale of non-alcoholic tonic drinks and measures of administrative responsibility for violating the rules. So this issue can be resolved on the ground.
"Currently, there is no federal legislation establishing restrictions on the sale of so-called non-alcoholic "tonic" drinks," emphasizes Victoria Tyutyunnikova, a member of the Association of Lawyers of Russia. - Earlier in 2012, 2014, 2016, bills were submitted to the State Duma for consideration, providing for a ban on the sale of such products to children. But none of the projects has been adopted at the federal level. There was an idea to establish a ban on the sale of such drinks, attention was drawn to the fact that caffeine, which is part of them, has a detrimental effect on human health."
In her opinion, the free sale of such drinks has a harmful effect. "Often, the use of energy supplements has such a significant effect on the body that it entails some dependence," believes Victoria Tyutyunnikova. - Which leads to a significant increase in the dose of consumption and creates health problems. Uncontrolled consumption of such drinks by minors leads to exhaustion of the nervous system."
