The State Duma at the plenary session adopted in the third, final reading a bill on fines of up to 25 thousand rubles for illegal movement of vapes and electronic cigarettes by individuals across the territory of the Russian Federation in excess of the established norm.
The document was submitted by a group of deputies of the United Russia and LDPR factions in January. The new version sets out Article 14.53.1 of the Code of Administrative Offences of the Russian Federation, which establishes liability for citizens for illegal movement of tobacco products over the established norm on the territory of the Russian Federation. We are talking about tobacco products that are not marked with identification means according to the law of the Russian Federation, including goods of the Eurasian Economic Union (EAEU). For such a violation, citizens face a fine of 15 thousand to 25 thousand rubles with confiscation of products.
The new norms establish that citizens will face the same responsibility for the illegal movement of nicotine-containing products across the Russian Federation, to which all vapes, including nicotine-free, as well as products with heated tobacco, belong according to the current norms. We are talking about products that are not marked with identification means in accordance with the legislation of the Russian Federation, including EAEU goods.
Restrictions on the movement of unmarked tobacco and nicotine-containing products by citizens on the territory of the Russian Federation are established in the law "On the Protection of citizens' health from exposure to ambient tobacco smoke, the consequences of tobacco consumption or consumption of nicotine-containing products." Thus, the current regulations prohibit citizens from moving more than 200 cigarettes or products with heated tobacco around the country, as well as more than five units of nicotine-containing products with a total volume of no more than 20 ml of nicotine-containing liquid.
