Digital excise tax on cigarettes

At the end of December, a bill will be submitted to the State Duma that will legalize the digital excise tax on cigarettes. This is stated in the papers of Deputy Prime Minister Dmitry Grigorenko, which were reviewed by Izvestia on September 25.

The Russian Federation has already tested the use of such an excise tax on packs of tobacco products.

Earlier, the government instructed to switch to a digital excise tax for tobacco and nicotine-containing products in 2024. As noted on May 24, according to the roadmap of the Ministry of Finance, the Russian Federation will begin to refuse paper excise taxes on such goods from the beginning of the year. According to the estimates of the Council for the Development of the Tobacco Industry, this will save more than 2 billion rubles annually.

On September 18, it was reported that the Public Consumer Initiative sent an appeal to the Prosecutor General's Office, the Ministry of Internal Affairs and the Ministry of Industry and Trade and asked to check the business selling tobacco products in 17 regions of Russia, in which 16.5 thousand participants in illegal trafficking were identified. Among such subjects of the Russian Federation, including Moscow, Nizhny Novgorod, Novosibirsk, Omsk, Oryol regions and others.

In Russia, the government decree of February 28, 2019 introduced mandatory labeling by means of identification of tobacco, nicotine-containing products, nicotine-free liquids and electronic nicotine delivery systems.
