The leaders in cigarette sales in the third quarter of 2022 were the Magadan and Nizhny Novgorod regions, as well as the Kamchatka Territory. This was reported to TASS at the Center for the Development of Advanced Technologies (CDAT, operator of the Chestny ZNAK digital marking system).

The research was conducted by dividing the number of cigarette packs sold in a particular region of the Russian Federation according to the Chestny ZNAK system by the number of all adult residents of this region - both smokers and non-smokers (according to Rosstat).

"According to the results of the third quarter, on average, the most packs of cigarettes were sold per adult per month in the following subjects of the Russian Federation: the Magadan Region (12.4 packs), the Nizhny Novgorod Region (12.1), the Kamchatka Territory (11.4)," the report says.

According to the research, sales in the Sakhalin region amounted to 10.2 packs of cigarettes per resident, in the Komi Republic - 9 packs. The Republic of Karelia (8,9 packs), Yamalo-Nenets Autonomous District (8,8), St. Petersburg (8,4), Murmansk Region (8,2) and Yakutia (7,8) also entered the top 10 regions in cigarette sales.

About marking

The national system of digital marking "Chestny ZNAK" has been introduced in Russia since 2019 to combat illegal turnover of products. One of the first groups of products included in the system was tobacco. Before the start of marking, the shadow segment grew exponentially, and since 2019 it has been declining. By 2022, the share of illegal trafficking was reduced by a quarter - from 15.6% in 2019 to 11.5% by the end of 2021.

According to the Ministry of Industry and Trade of Russia, due to digital marking, the activity and effectiveness of authorities carrying out control, supervisory and law enforcement activities has significantly increased. Thus, the volume of seized tobacco products for the first quarter of 2022 amounted to 11.1 million packs, which is 72.5% more than a year earlier. Registered, means legal, points of sale have become 29% more.

In addition to tobacco, the marking applies to dairy products, packaged water, medicines, shoes, five groups of light industry goods, fur coats, perfumes, tires and cameras. Voluntary experiments are also being conducted on marking beer and low-alcohol beverages, dietary supplements, medical products, antiseptics, electronic means of delivering nicotine and liquids for them.
