Russian President Vladimir Putin has signed a law on the indexation of excise tax rates on tobacco products for the period 2025-2027. The document is published on the legal information portal.
The excise tax on pipe, smoking, chewing, sucking, snuffing, hookah tobacco (with the exception of tobacco used as raw materials for the production of tobacco products) will amount in 2025 to 4,657 rubles per 1 kg, in 2026 to 4,843 rubles per 1 kg, in 2027 to 5,037 rubles per 1 kg.
The excise tax on cigars will be 315 rubles per 1 piece in 2025, 328 rubles per 1 piece in 2026, and 341 rubles per 1 piece from January 1 to December 31, 2027 inclusive. The excise tax on cigarillos (cigarettes), bidis, cretecs will amount to 4,485 rubles per 1 thousand pieces in 2025, 4,664 rubles per 1 thousand pieces in 2026, and 4,851 rubles per 1 thousand pieces in 2027.
In 2025, the excise tax on cigarettes and cigarettes will amount to 2,945 rubles per 1 thousand pieces plus 16% of the estimated cost calculated based on the maximum retail price, but not less than 4 thousand rubles per 1 thousand pieces, in 2026 - 3,063 rubles per 1 thousand pieces plus 16% of the estimated cost calculated based on of the maximum retail price, but not less than 4,160 rubles per 1 thousand pieces, in 2027 - 3,186 rubles per 1 thousand pieces plus 16% of the estimated cost calculated based on the maximum retail price, but not less than 4,326 rubles per 1 thousand pieces.
The excise tax on tobacco (tobacco products) intended for consumption by heating will amount to 9,807 rubles per 1 kg in 2025, 10,199 rubles per 1 kg in 2026, and 10,607 rubles per 1 kg in 2027. The excise tax on liquids for electronic nicotine delivery systems will be 44 rubles per 1 ml in 2025, 46 rubles per 1 ml in 2026, and 48 rubles per 1 ml in 2027.
As the deputy head of the Ministry of Finance of the Russian Federation Alexey Sazanov explained earlier, excise taxes are indexed to the level of inflation.
