Plans to transfer control over the tobacco market to Rosalkogolregulirovanie (RAR), which have been discussed for many years, are nearing implementation. The Ministry of Finance plans to submit a corresponding bill to the Duma in late February or early March.

"It is planned to expand the functionality of Rosalkogolregulirovanie, endowing it with control functionality in the field of tobacco and nicotine-containing products," Georgy Golovanov, adviser to the State Secretary - Deputy Finance Minister, said at the round table.

"Probably, the service will be called Rosalkoltabakcontrol. It is also envisaged that the service will use two information systems. If now Rosalkogolregulirovanie is working with the USAIS, then in the field of tobacco its activities will be provided with an information system for controlling the turnover of goods (subject to mandatory marking - IF)," he said. - This is a good opportunity to use two systems, "to finish them, based on what advantages they have, to evaluate their benefits."

Vladislav Zaslavsky, Acting Director of the Department of digital marking of goods and legalization of product turnover of the Ministry of Industry and Trade, who took part in the round table, said that Rosalkogolregulirovanie will soon begin the process of integrating the two systems, since mandatory marking of beer begins on April 1 of this year.

"By the time the tobacco authority gets to the RAR, it seems to me that everything will already be set up there," he said.

When asked about the timing of innovations and the transfer of powers to the Rosalkogolregulirovanie, Golovanov replied that this would happen after the adoption of a bill providing for a number of measures to improve control over the tobacco market. It is assumed that the document will be submitted to the State Duma in late February - early March. When it is adopted, "at the stage of making amendments to subordinate regulatory legal acts, the functionality will be expanded, because these regulatory legal acts will include, among other things, the regulations on the Ministry of Finance and Rosalkogolregulirovanie," he explained.
