The Moscow City Duma supported the regulation of the turnover of vapes

Deputies of the Moscow City Duma supported legislative initiatives aimed at regulating vaping. They relate to the strengthening of responsibility for the sale of vapes to minors, the prohibition of information on the remote sale of vapes and the introduction of responsibility for its dissemination.

The draft laws will be sent to the State Duma of the Russian Federation.

"Today, at a meeting of the capital's parliament, colleagues supported my initiative - a package of "anti-smoking" federal legislative initiatives that will help reduce the consumption of vapes by minors. Numerous studies show that vaping causes the same harm to health as smoking regular cigarettes. I am sure that the proposed initiatives will find support from colleagues in the State Duma of the Russian Federation, since our common priority is to preserve the health of children and adolescents," the press service of the chairman of the Moscow City Duma Alexei Shaposhnikov said.

He said that, in particular, the bill provides for giving the police the authority to draw up protocols on administrative offenses and consider cases related to the sale of tobacco and vapes to minors. It is also proposed to introduce separate administrative liability for repeated violations during the year and increase the amount of fines: for citizens - from 60 thousand to 70 thousand rubles (40-60 thousand rubles for primary violation); for officials - from 300 thousand to 400 thousand rubles (100-300 thousand rubles for primary violation); for legal entities - from 600 thousand. up to 800 thousand rubles (400 - 600 thousand rubles for the primary violation). The amendments are proposed to enter into force on January 1 next year. 

In addition, as Shaposhnikov noted, during the campaign "Vape Control Online", about 500 sites were identified that violate anti-smoking legislation. To counteract the remote sale of vapes, the Moscow City Duma has prepared a package of two bills. Thus, it is proposed to introduce a ban on the dissemination of information on the remote retail sale of tobacco and nicotine-containing products with the possibility of tracking and preventing access to this information on the Internet. "Blocking the resource will require a court decision and may take up to three months. Our draft law proposes a quick out-of-court decision to block the resource. We consider it necessary to put into effect a new regulation from September 1, 2024," Shaposhnikov added.

In addition, it is proposed to introduce administrative responsibility for such actions. The amount of administrative fines can be: for citizens from 3 thousand to 5 thousand rubles; for officials - from 20 thousand to 40 thousand rubles; for legal entities - from 100 thousand to 300 thousand rubles.
