The Government of the Russian Federation has approved a list of indicators for performance evaluation the effectiveness of the work of federal executive authorities using data and tools of the state information system for monitoring the turnover of goods (Government Information System MT), subject to mandatory marking. The corresponding decree signed by the Prime Minister of the Russian Federation Mikhail Mishustin was published on Thursday on the official Internet portal of legal information.

The press service of the Ministry of Industry and Trade noted that at the initial stage it was decided to start monitoring with two categories of goods: beer, beverages made on the basis of beer, and certain types of low-alcohol beverages, as well as tobacco products. Thus, for beer, two indicators of efficiency assessment have been established — market whitewashing and the growth of legal supply, and for tobacco products, only one indicator has been established — market whitewashing.

"The order also obliges the authorities to calculate intermediate values of indicators on a quarterly basis. For their calculation, the Ministry of Industry and Trade of Russia, in coordination with Rosstat, will develop a calculation method," the message says.

In addition, the Ministry of Industry and Trade of Russia, the Ministry of Finance of Russia and Rosalkogolregulirovanie in 2025 and 2026 were instructed to assess the application of mandatory requirements contained in the rules for marking beer by means of identification and the specifics of the introduction of GIS MT for the turnover of goods subject to mandatory marking. "The relevant deadlines have been set taking into account the expediency of assessing the application of mandatory marking requirements a year after the last mandatory requirement came into force (no earlier than 2026)," the message clarifies.

Subsequently, monitoring will cover all product groups subject to mandatory marking. At the moment, the Ministry has also developed a list of indicators for packaged water, relevant proposals have been sent to interested departments.

The national marking system "Chestny Znak" has been introduced in Russia since 2019. It applies to dairy products, packaged water, medicines, tobacco, electronic cigarettes and liquids for them, shoes, light industry goods, fur coats, perfumes, tires and cameras. From April 1, 2023, marking will be introduced for beer and low-alcohol beverages.

Experiments are also currently being conducted on marking dietary supplements (biologically active additives), antiseptics and medical products.
