The return of tobacco advertising on TV

The first deputy chairman of the Commission of the Public Chamber (OP) of the Russian Federation for the development of the information community, mass media and mass communications Alexander Malkevich proposed to return to Russian television advertising of alcohol, tobacco and prescribed medicine due to falling of incomes in advertising.

"It is necessary to return the advertising of alcohol, tobacco and prescribed medicine to television. This measure is solely related to the fall of incomes in advertising," Malkevich said during an expanded meeting of the OP commission on Monday.

He reminded that back in 2014, the then Deputy Minister of Digital Development, Communications and Mass Communications of Russia Alexey Volin announced the necessity of returning tobacco and alcohol advertising to television.

"As for the loss of income, the authorities plan to compensate the federal TV channels for the loss of income, and the main TV channels of the megacities of our country? Perhaps then it is worth understanding that those who refuse to advertise tobacco and alcohol will apply for additional state support. However, as for medicines and dietary supplements, here it is already quite a working scheme," said the first deputy chairman of the OP commission.

He stressed that Russia is now in the regime of sanctions and counter-sanctions, so "we need to do import substitution, there is a task to promote Russian manufacturers, advertise them." According to Malkevich, in this regard, it is necessary to amend the law on advertising, because at the present  time the Russian media "cannot give preference to domestic products and praise them because of violations of the law."
