The illegal share of tobacco in the CFD has increased by a third

In 2022, the share of illegal cigarette turnover in the CFD increased to 14.1% compared to 10.6% last year, according to the National Scientific Center of Competencies in the field of combating Illicit Trafficking in Industrial Products" (NCCR).

This also exceeds the all–Russian indicator of the current year of 12.1%.

In the Kostroma region, the share of illegal products increased 2.5 times - to 29.2% (in 2021-12,4%).

The impact of tobacco counterfeiting on the economy of the country and the region and measures to combat it were discussed by the participants of the round table "Illegal tobacco trafficking and its impact on the economy of Russia and the Central Federal District", held on October 4: among them representatives of the Department of Economic Security and Anti-Corruption of the Ministry of Internal Affairs of the Kostroma region, the Prosecutor's Office of the Kostroma region.

First Deputy of the Federation Council Committee on Budget and Financial Markets Sergey Ryabukhin noted that the government and the Accounts Chamber supported the senators in the combat against the illegal tobacco market and included tobacco products in the list of strategically important goods.

This allows us to make decisions on tightening the rules, including administrative and criminal penalties," the senator said, speaking at the round table "Illegal tobacco trafficking and its impact on the economy of Russia and the Central Federal District", organized by the information portal "Stop illegal Tobacco".

At the same time, Ryabukhin added that the Accounts Chamber also supported the Federation Council in crediting 15% of the income from tobacco excise taxes to regional budgets.

This will be an additional administrative resource that will allow us to restore order in the tobacco trade," the senator said.

The participants of the round table agreed that in recent years the state has done a lot to bring the tobacco market out of the shadows. However, the share of the "black" market keeps growing. In this connection, it is necessary to intensify the activities of control and supervisory and law enforcement agencies and put into practice the entire arsenal of tools provided for by the current legislation to counteract the illegal turnover of tobacco products. In addition, the authorities need to focus on solving the problem of interrupted transit and pseudo-exports, as well as, among other things, on the issue of harmonization of excise taxes with the EAEU.
