The Russian government has introduced restrictions on the use of a number of additives in non-smoking tobacco products, including chewing and snuffing tobacco. Such a measure will have a positive impact on the prevention of tobacco use, including among minors, and will help reduce the potential for nicotine addiction, said Viktor Zykov, Deputy head of the Department for the Prevention of Risk Factors and Communication Technologies in Healthcare at the Central Research Institute of the Russian Ministry of Health.
According to a government decree published on Friday on the official Internet portal of legal information, the approved list of dyes and additives that enhance tobacco (nicotine) addiction includes: nicotine salts, ammonium and ammonium derivatives, ammonia, acetaldehyde and sugars. The decree comes into force on March 1, 2025.
"Restrictions are being introduced on the use of such additives in non-smoking types of tobacco products, such as chewing and snuff tobacco. The consumption of non-smoking tobacco products is a risk factor for the development of a number of chronic diseases, including cancers of the tongue, lip and other organs of the oral cavity, as well as the larynx, stomach ulcers due to prolonged use, irritation of the oral mucosa, and destruction of tooth enamel," he said.
Zykov noted that the approval of the list of prohibited additives will have a positive impact on the prevention of tobacco use, including among minors who may consume chewing tobacco unnoticed by parents and teachers at school. "Timely detection of nicotine consumption in such cases can be difficult. Regulation of the composition of non-smoking tobacco products may initially reduce the potential for nicotine addiction," the expert emphasized.
