One of the main ways of illegal delivery of cigarettes to the Russian Federation is "transit", the corresponding tracking system using navigation seals, which will probably be introduced in the Russian Federation, will be able to "restore order " in this area, according to the director of relations with state agencies of JTI—Russia Alexey Vorobyov.
The Agreement on the Use of Navigation seals within the framework of the Eurasian Economic Union (EAEU) provides for tracking with the help of electronic navigation seals of goods transported both within the framework of customs transit and a number of goods in mutual trade (sanctioned goods, alcohol, tobacco). The EEC( the Eurasian Economic Commission) believes that the agreement will ensure the traceability of goods and their legal turnover on the territory of the EAEU. In March, the EAEU member states decided to ratify this agreement.
Vorobyov reminded that at the moment the ratification process is underway in the Russian Federation, and now the government has fully agreed on the relevant bill and sent it for submission to the State Duma. According to him, about 75% of the illegal cigarette market in Russia is supplied from abroad, often from Belarus, where taxes on tobacco products are lower.
"The agreement will ensure the tracking of goods using navigation seals, transported by road and rail, in accordance with the customs transit procedure, especially with regard to goods for which special economic measures have been taken," Vorobyov said.
He added that one of the main ways of illegal delivery is interrupted transit, when cigarettes are declared for transit through Russia to third countries, legally enter the territory of the country, and there they already enter the black market. "The transit tracking system using navigation seals is considered as a way to restore order, since this practice damages the budget and legal producers in the tens of billions of rubles annually," Vorobyov explained.
