Ministry of Digital Development, Communications and Mass Media of the Russian Federation proposes to introduce the possibility of checking the labeling of products and medicines by citizens of the Russian Federation through the application of the portal "Public Services". The corresponding draft government resolution has been published on the federal portal of draft regulatory legal acts.
"In order to expand the coverage of citizens who can use the scanning function of these graphic codes, and to improve the interaction of the operator of the information systems "Honest Sign" and the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the draft resolution proposes to consolidate the interaction of the unified portal ["Public Services" or "Gosuslugi"] with the relevant information systems in order to ensure that citizens can use the mechanisms implemented on the unified portal for reading graphic codes for obtaining accessible open information about goods and medicines," the explanatory note to the document says.
It is noted that the project was prepared in order to further develop the portal "Gosuslugi" as a universal channel for citizens to receive information about the products they buy by using the mobile application "Gosuslugi" to scan labels on products to obtain information about them from state information systems. "The Honest Sign information systems existing in the Russian Federation provide citizens with the opportunity to receive open, reliable and comprehensive information about the goods and medicines they buy in real time," the explanatory note says.
About labeling
The Honest Sign system has been implemented in Russia since 2019 to counteract the illegal turnover of goods. It covers dairy products, bottled water, medicines, tobacco, shoes, light industry goods, fur coats, tires, perfumes and cameras. Since April 1, 2023, the phased introduction of labeling of beer and low-alcohol beverages has begun. Experiments on labeling of medical products and caviar are also currently being conducted.
