The Ministry of Finance won't do paper excise on cigarettes

The Ministry of Finance of the Russian Federation, together with the Federal Tax Service and the Center for the Development of Advanced Technologies, are developing a mechanism to control the completeness of payment of excise duty on tobacco and nicotine-containing products based on digital labeling data, it is planned to abandon paper special stamps on these products. This is stated in the Ministry's materials sent to the Federation Council Committee on Budget and Financial Markets (available to TASS).

"Currently, the Ministry of Finance of the Russian Federation together with Operator - CRPT LLC (operator of the Honest Sign digital marking system - approx. TASS) and the Federal Tax Service of Russia is developing a mechanism to control the completeness of the payment of excise duty on tobacco and nicotine-containing products based on data on its labeling by means of identification (digital labeling - approx. TASS)," the document says.

According to the Ministry, this work is being carried out to assess the possibility of switching to the payment of excise tax based on data from the state information system of labeling. "It is planned to abandon the labeling of tobacco products with special (federal) stamps," the Ministry of Finance added.

We are talking about tobacco and nicotine-containing products produced and sold on the territory of the Russian Federation.

The national digital marking system has been introduced in Russia since 2019. It applies to dairy products, packaged water, medicines, tobacco, shoes, light industry goods, fur coats, perfumes, tires and cameras, beer in kegs, electronic means of delivering nicotine and liquids for them.
