Rospotrebnadzor checked 363 points of sale of nicotine-containing products using three risk indicators in the "Honest Sign" labeling system in September. The effectiveness of such checks exceeded 90%. This was announced by the Director for Control and Supervisory Activities of the Center for the Development of Advanced Technologies (CRPT, operator of the "Honest Sign" marking system) Anton Gushchansky at the All-Russian tax Forum of the CCI of the Russian Federation.
"By the end of August, 290 retail trade objects were subject to Rospotrebnadzor inspections. <...> By the end of September, another 363 objects showed deviations in risk indicators, and control will be carried out on them. Inspections of 1 thousand retail trade objects are also being conducted on behalf of the government of the Russian Federation. <...> The effectiveness, according to Rospotrebnadzor, is 92%. That is, 92% of 1 thousand objects violate mandatory requirements," said Gushchansky, speaking at the round table "Topical issues of indirect taxation".
The expert stressed that since September, after the approval of the powers of Rospotrebnadzor to conduct such inspections and monitor violations using data from the labeling system, the number of sales of tobacco products in violation of state-set prices has decreased by 20%.
Now, based on the labeling data, three risk indicators have been formed. They allow Rospotrebnadzor to conduct inspections under a moratorium. The first is the statistics of the turnover of labeled goods by month, if it exceeds 25% from month to month. The second indicator takes into account the remainder of products with a turnover period of more than 15 months, if their volume is 25% or more of the total volume, then this is a risk for verification. The third is information about the nearest points of sale, if the turnover differs by more than 50% from neighboring stores, a controlling person can visit the seller. The indicators were approved by the order of Rospotrebnadzor dated August 4, 2023.
Since September 1, 2023, the subject of supervision in the field of consumer protection has been expanded. Now it is Rospotrebnadzor that monitors compliance by the subjects - sellers and owners of aggregators - with the requirements that are imposed on goods subject to mandatory labeling, and with respect to the transfer of timely and correct information by the participants of the turnover to the state in the labeling system.
The Honest Sign system has been implemented in Russia since 2019 to counteract the illegal turnover of goods. It covers dairy products, bottled water, medicines, tobacco, beer, shoes, light industry goods, fur coats, tires, perfumes, cameras, dietary supplements, antiseptics, medical products, wheelchairs, sweet drinks. Currently, an experiment is being conducted on the labeling of caviar.
