President Vladimir Putin signed a decree on the transfer of tobacco control functions to Rosalkogolregulirovanie. In this regard, the name of the department is changing — now it will be called the Federal Service for Alcohol and Tobacco Market Control.
The Government must resolve the issues arising in connection with this decree within six months: determine the number of staff of the new department, clarify the functions of executive authorities and bring legislation into line with the new decree.
The decree says that the decision was made to "improve public administration in the field of production and turnover of tobacco products, tobacco products, as well as nicotine-containing products and raw materials for their production."
The Federal Service for Alcohol Market Regulation, in accordance with Presidential Decree No. 21 of January 21, 2020, is subordinate to the Ministry of Finance. The tobacco market was previously regulated by the Ministry of Agriculture and the Federal Tax Service. However, in April, the Cabinet of Ministers prepared a draft resolution by which these functions were transferred to the Ministry of Finance and Rosalkogolregulirovanie.
In June, Russian President Vladimir Putin signed a law on comprehensive regulation of the tobacco market, including the production, turnover and importation of tobacco and nicotine-containing products into the country. The system of state regulation and control of the alcohol market was taken as the basis for the model of regulation of the tobacco market.
