The Ministry of Industry and Trade of the Russian Federation supports the draft law developed by the Ministry of Agriculture on blocking information on the retail sale of nicotine-containing products on the Internet, Vladislav Zaslavsky, director of the department of digital labeling of goods and legalization of turnover of products of the Ministry of Industry and Trade, told reporters.

In February, the RBC publication reported that the Ministry of Agriculture had developed a bill that would block websites selling electronic cigarettes and nicotine-containing products without a court decision. At the same time, the Ministry of Industry and Trade explained that they support not the complete blocking of sites for the sale of relevant products, but individual pages of such Internet resources.

"There are several other initiatives, including legislative ones, which we also support. This is about blocking information on the Internet about the retail sale of tobacco and nicotine-containing products. The Ministry of Agriculture, according to our information, is finalizing the draft law that he had developed before. We are waiting for its approval," Zaslavsky said, speaking via video conference at a round table on the illegal turnover of tobacco products at the Ural Chamber of Commerce and Industry in Yekaterinburg.

In addition, the Ministry of Industry and Trade of the Russian Federation supports the initiative to redistribute part of excise taxes on tobacco products from the federal budget to the budgets of the regions, Zaslavsky added. "[This can be done in the same way] as it is done in the alcohol industry. This measure has proven itself on the good side: in this way, subjects receive an incentive to engage more actively in retail markets," he noted. At the same time, the regions should be given appropriate control powers, the director of the Department of the Ministry of Industry and Trade specified.

In June 2022, deputies of the LDPR faction also introduced a bill to the State Duma, which proposed to restrict access to websites containing information about tobacco products, smoking mixtures and devices in a pre-trial manner. Then the bill was returned to fulfill the requirements of the Constitution and the regulations of the State Duma due to the lack of a corresponding conclusion of the Government of the Russian Federation.
