It was possible to stabilize the situation with illicit trafficking in tobacco products in Russia due to the work of control and supervisory authorities, which use, among other things, data from the digital marking system. This was stated on Thursday by Vladislav Zaslavsky, deputy director of the Department of Digital Marking and Legalization of Product Turnover of the Ministry of Industry and Trade at the forum "Days of Retail in Siberia".

"Taking into account such a serious reduction in control measures associated with the moratorium introduced in 2022, the situation in the industry is now stabilized only through the activities of control and supervisory authorities. We associate this, among other things, with the use of analytical tools of the digital marking system by these bodies," Zaslavsky said.

According to him, at the moment there is a decrease in the production and turnover of cigarettes on the market and a significant increase in nicotine-containing products, including heating systems and electronic nicotine delivery systems. The share of illegal turnover of tobacco products in Russia is 12.1%, the representative of the ministry said. "In the regions, the situation ranges from 1% to 29%. In the Siberian Federal District, these indicators are: Novosibirsk - 8%, Kemerovo - 20.5%, Omsk Region - 14%, Altai Republic - 9.5%, Altai Territory - 18.2%, Krasnoyarsk Territory - 6.6%, Irkutsk Region - 5.8%, Republic of Tyva - 6.4%, Trans-Baikal Territory - 4.9%, Tomsk Region - 1.2%," he said.

As Zaslavsky noted, due to the "whitewashing" of the market, the number of legal outlets in the first half of 2022 increased by 29% compared to the same period in 2021 and amounted to 228 thousand. He also added that the Ministry of Industry and Trade prepares quarterly reviews of the state of retail tobacco sales markets for each subject of the Russian Federation. They contain statistical information, an estimate of the share of illegal trafficking, potential damage to the budget, data on the results of control and supervisory activities.

"The State Commission on Combating Illicit Trafficking, the Government of the Russian Federation, all interested authorities, including regional ones, have complete reliable information to assess market regulation and develop solutions, and business has the information it needs for its activities, since quarterly reviews are published on the portal on combating illegal trafficking of products and are publicly available", - Zaslavsky reported.
